Why wont the Republican party ever challenge the Chicago Democrats?

The same reason Repubs don't put much effort in campaigning here where I live. Too many liberals. It would be a waste of money for the Republican party to expend resources on a lost cause when the money could be used to win other elections. Too many liberals.
