Daley and company, rulers of Chicago, killed the concealed carry bill. Is this ok?

They fought hard to ensure the failure of concealed carry for Illinois citizens. Daley then requests he be provided with armed guards for the remainder of his life. Is this a reconcilable position? Are our leaders, Daley, Obama, George Bush or whoever, really better and smarter than us? Like a parent or something? Should Daley be protected while the residents of Chicago have to rely on a habitually tardy police force? How is this justified?
